Behavioral Health Conditional Release Program
SB90 Assessments
Connecting People to the Right Care
YourPath is proud to support Kentucky’s Behavioral Health Conditional Release Program, Senate Bill 90 (SB90), which offers eligible individuals an opportunity to pursue treatment instead of incarceration for mental health or substance use disorders.
Legislation describing program requirements can be found here: https://apps.legislature.ky.gov/law/acts/22RS/documents/0230.pdf
Our Role in SB90
We provide high-quality, non-biased diagnostic assessments as part of the SB90 screening process. Our goal is to ensure each individual receives the most appropriate care for their needs—whether that’s outpatient treatment, medication-assisted recovery, mental health or substance use services, or a combination.
Conducted by licensed clinical social workers (LCSWs) and other qualified professionals
Incorporates validated tools like GAIN-SS, PHQ-9, GAD-7, LOCUS, and BARC-10
Designed to determine true clinical need, not just legal eligibility
We do not provide treatment ourselves, so we remain fully objective. Our only priority is making sure people get to the right place the first time.
SB90 Participation Is Court-Referred Only
The SB90 program is not open to the general public and can only be accessed through a court referral. Eligible individuals are identified and referred by the judicial system as part of an alternative-to-incarceration process for mental health or substance use concerns.
We do not enroll clients directly into SB90. If you think you or someone you know may qualify, please speak with your public defender, attorney, or court representative.
Working with Providers
We collaborate with all approved treatment providers across Kentucky.
Trusted, Trauma-Informed, and Person-Centered
Our assessment team is trained in trauma-informed practices and cultural humility. We understand that every person’s journey is unique—and the right treatment pathway starts with the right evaluation.
